III. Project background:
機施集團塘口地塊為廣州市城市更新項目，2013年獲市三舊辦（現市城市更新局）批復同意由廣州機施建設集團有限公司進行自行改造。為促進區域經濟發展和產業轉型升級，塘口地塊擬建設成為標志性的城市綜合體，主要包括商業、辦公、酒店等建設內容，發展總部經濟、推動創意產業、打造重大戰略平臺。
As an urban renewal project, Jishi Group Tangkou Plot was approved by the Three Olds (Old City, Old Factory and Old Village) Reconstruction Office of Guangzhou (now Guangzhou Urban Renewal Bureau) in 2013 to be redeveloped by Guangzhou Jishi Construction Group Co., Ltd on its own. Tangkou Plot will be redeveloped into a representative urban complex that integrates retail, office and hotel, the headquarters economy, so as to promote the development of the headquarter economy, creative industry and major strategic platform as well as the development of the regional economy and industrial transformation/upgrading.

2. 工作內容（具體以征集文件為準）：
2. Work contents (subject to RFP Document):
（1）項目位置：位于廣州市黃埔區中山大道東8號，總占地面積為7.42萬平方米，可建設用地面積為5.43萬平方米，北面臨中山大道，其余三面均為河涌。
(1) Location: 8 Zhong Shan Da Dao Dong, Huangpu District, Guangzhou, with a site area of 74,200 sqm and a construction land area of 54,300 sqm, neighboring Zhong Shan Da Dao on the north and the canals on the other three sides.
（2）設計內容：機施集團塘口地塊概念方案設計。
(2) Design contents: Conceptual design of Jishi Group Tangkou Plot
（3）設計時間：40個日歷天
(3) Design period: 40calendar days
（4）設計要求：本次概念方案設計征集要求分別按照容積率6.0及8.0進行雙方案設計，總計容建筑面積分別不超過32.58萬平方米及43.44萬平方米，業態比例設定為超甲級寫字樓為50%，公寓20%， 酒店15%，商業15%，建筑高度不超過300米，詳見征集文件設計要求相關內容。
(4) Design requirements: develop two design options based on the FAR of 6.0 and 8.0 and the FAR-counted gross floor area (GFA) of no more than 325,800 sqm and 434,400 sqm respectively. Trade mix is assumed as follows: super Grade A office building: 50%; apartment: 20%; hotel: 15%; retail: 15%. The building height should be no more than 300m. See the relevant design requirements of RFP Document for details.
五、征集活動時間安排
V. Bidding Schedule
1. 報名時間為北京時間2017年 10 月 26 日至2017年 11 月 1 日上午9:00-11:30；下午14:00-16：00時（節假日除外）。（以征集代理單位簽收書面報名文件時間為準）。逾期抵達的報名文件概不受理。
1. The registration time is Beijing Time 9:00-11:30 am and 2:00-4:00pm from October 26 , 2017 to November 1 , 2017 (except for holidays and festivals) (subject to the time of the Agent’s signature of the written registration documents). All overdue registration documents will be rejected.
2. 擬于北京時間2017年10月下旬，公示“入圍單位”名單。
2. The shortlist of bidders will be announced in the last ten days of October 2017 Beijing Time.
3. 擬于北京時間2017年11月上旬，向“入圍單位”發布征集文件（含設計任務書）。
3. The RFP Document (including the Design Brief) will be distributed to the shortlisted bidders in the first ten days of November 2017.
4.后續工作以征集文件規定的時間為準。
4. Works at subsequent stage are subject to the time as specified in the RFP Document.
【注明】 “入圍單位”是指通過資格預審且得票排名前6家的單位。
[Note] Shortlisted bidders mean the applicants that pass the prequalification and rank the first 6 places by vote.
五、征集方式
VI. Bidding Method
（一）征集形式
(I) Bidding form
1、本次征集采取公開國際征集的形式，通過網站、報紙媒體發布活動公告，公開向境內、外設計單位（含聯合體）及個人征集設計方案。
1. This international RFP is an open international competition for which the announcement is released through websites and paper media to openly solicit the design proposal from design firms (including consortium) and individuals inside and outside China.
2、本次征集采取資格預審的方式，由資格審查委員會對報名的應征單位進行資格審查，選出排名前6家應征單位作為正式邀請“入圍單位”(采用投票法進行)。
2. The prequalification is adopted for the RFP. The Prequalification Committee will review the qualifications of the registered applicants and shortlist those ranking the first 6 places through voting.
如報名的應征單位數量少于3家（不含），將延長報名時間或重新發布征集公告。如通過資格審查的單位數量少于3家（不含），征集組織單位將重新組織征集活動；如通過資格審查的單位數量為3-6家（含），則全部單位直接入圍，不再投票；如通過資格審查的單位數量超過6家時，由資格審查委員會投票選出排名前6家為“入圍單位”。
If the registered applicants are less than 3 (exclusive), the registration time will be postponed or the RFP announcement will be made again accordingly. If the applicants passing the prequalification are less than 3 (exclusive), the Organizer will reorganize the RFP. If the applicants passing the prequalification are 3-6 (exclusive), all such applicants will be shortlisted directly without voting. If the applicants passing the prequalification are more than 6, the Prequalification Committee will vote to shortlist those ranking the first 6 places.
3、每家“入圍單位”均應報送容積率分別為6.0和8.0兩個設計方案。如“入圍單位”不遵循此要求，設計方案可以進入方案評審階段，但將不給予任何成本補償。
3. Each shortlisted bidder shall submit two design options based on the FAR of 6.0 and 8.0 respectively. If a shortlisted bidder fails to meet such requirement, its design deliverables can be accepted for the evaluation phase, but the bidder won’t be compensated with any stipend.
其他“圍外單位”除不能獲得成本補償費外，仍可以自由選擇任意或全部成果設計方案，但必須按規定要求提交有效的成果設計方案，并與“入圍單位”享有同等參與方案評審的權利，如勝出，可按規定獲得相對應的入選獎金。
Except for the opportunity for stipend, the unshortlisted bidders can still freely select to submit any part or all design deliverables. They must submit effective design deliverables as per the relevant requirements, and can enjoy the same right as the shortlisted bidders to have their design deliverables evaluated. If they win, they will receive the corresponding bonus of shortlisted proposals.
（二）征集評選方式、費用支付方法和時間
(II) Evaluation method, payment method and schedule
1. 評選方式及成本補償、獎勵費用
1. Evaluation method, stipend and bonus
（1）成本補償費：正式獲得邀請的“入圍單位”，須按征集文件規定報送兩個成果設計方案，并通過方案評審認定方案有效的“入圍單位”可獲兩個方案的成本補償費共人民幣30萬元（含稅），兩個設計方案均為有效方案方可給予成本補償。
(1) Stipend: The shortlisted bidders receiving official invitation must submit two design options as per the requirements of the RFP Document. If both design options are evaluated to be effective, the shortlisted bidders can obtain a total stipend of RMB 300,000 (including tax) for such two options.
（2）入選獎金：經評審委員會選出的3個入選方案，提供入選方案的應征單位將分別獲得入選獎金人民幣50萬元（含稅），無論該入選方案是由“入圍單位”還是其他“圍外單位”提供，入選方案將進入下一階段的中選方案評選，爭取中選。下一階段由組織方組織評選。
(2) Bonus for shortlisted proposals: The bidders submitting the three proposals selected by the Evaluation Committee will each be awarded a bonus of RMB 500,000 (including tax). Whether such selected proposals are provided by the shortlisted bidders or unshortlisted ones, they will be accepted for the evaluation of the winning proposal at the subsequent phase. The Organizer will organize such evaluation accordingly.
（3）中選單位：當規劃部門同意本次征集所預設的容積率等規劃條件時，可獲得《方案深化和設計咨詢合同》，合同金額為人民幣1000萬元（含稅），但如非征集組織單位原因導致項目無法取得本次征集所預設的容積率等規劃條件時，中選單位同意放棄簽訂《方案深化和設計咨詢合同》及索賠權利。
(3) Bid winner: If the planning authorities approves such planning conditions as FAR as preset in the RFP Document, the bid winner will be awarded the Design Detailing and Consulting Contract with a value of RMB 10 million yuan (including tax). However, if such planning conditions as FAR as preset in the RFP Document cannot be made available for reasons other than the Organizer, the bid winner shall agree to waive the signature of the Design Detailing and Consulting Contract and the corresponding claim.
（4）成本補償費是對“入圍單位”因完成設計方案而產生的一切相關費用的補償，包括但不限于設計費、成果制作成本、運輸費、設計調研費、差旅費、稅金和成果設計方案版權費等。征集組織單位享有“成果設計方案”的知識產權，征集組織單位有權在任何時候、任何情況下使用“成果設計方案”而不再另行支付費用。
(4) The stipend serves as the compensation to the shortlisted bidders for all relevant expenses incurred for completing the design, including but not limited to design fee, deliverables production costs, transportation expenses, design research expenses, travel expenses, taxes and IP for design deliverables. The Organizer shall own the IP rights of the design deliverables and is entitled to use the design deliverables at any time under any circumstance without any further payment.
（5）入選獎金是對設計“入選方案”應征單位的獎勵和成果設計方案版權費。
(5) The bonus serves as the prize and IP payment to the bidders of the shortlisted design proposals.
（6）中選合同，并涵蓋了因修改設計成果和設計咨詢所產生的費用（包括但不限于：修改設計費、設計文件制作費、設計調研費、審核初步設計和施工圖設計，審核施工方案、配合征集組織單位召開現場協調會議的差旅費）和成果設計方案版權費。
(6) The design contract covers the expenses for the revision to design deliverables and design consultation (including but not limited to design revision, design document preparation, design research, review of DD, CD and construction scheme, and trips to attend site coordination meetings hold by the Organizer), and IP payment for design deliverables.
（7）成本補償費與所有獎金可以疊加。
(7) The stipend and all bonuses may be superimposed.
（8）除上述費用外，征集組織單位不再支付任何其他費用。
(8) Except for the aforesaid payment, the Organizer will not pay any other expense or fee.
2. 成本補償費與所有獎金均應簽訂合同后支付，具體見“方案設計成本補償及獎金合同”。
2. The stipend and bonuses shall be paid upon signature of corresponding contracts. See the Contract for SD Stipend and Bonus for details.
如設計“中選方案”的應征單位已簽訂《方案深化和設計咨詢合同》，且在后續招標階段中標，合同金額將照常支付，不會在后續設計費中扣減。
If the bidder of the winning proposal has signed the Design Detailing and Consulting Contract and wins the bid at the subsequent bidding phase, the contract price will be paid accordingly and won’t be deducted from the subsequent design fee.
如設計“中選方案”的應征單位拒絕簽訂《方案深化和設計咨詢合同》，征集組織單位將不支付入選獎金，且拒絕應征單位參與勘察設計階段的投標。
If the bidder of the winning proposal refuses to sign the Design Detailing and Consulting Contract, the Organizer will not the bonus and instead will disqualify such bidder from bidding for subsequent survey and design phase.
（三）后續工作
(III) Subsequent work
如項目取得本次征集所預設的容積率等規劃條件時，下一階段初步設計、施工圖設計，將由征集組織單位另行招標。獲“中選方案”和“入選方案”獎勵的應征單位，將有可能在后續“初步設計、施工圖設計”招標階段獲加分機會。
If such planning conditions as FAR as preset for the Project are made available, the Organizer will separately organize a bidding for the DD and CD design phases. The bidders of the winning and shortlisted proposals will likely gain additional points in the subsequent bidding for CD and DD design.
六、報名要求
VII. Registration Requirements
（一）報名條件
(I) Eligibility for registration
1. 所有具有獨立法人資格的報名單位，包括在中國大陸、境外及中國港澳臺地區依法注冊的企業法人，且合法存續，沒有處于被吊銷營業執照、責令關閉或者被撤銷等不良狀態。與招標人存在利害關系可能影響招標公正性的法人、其他組織或者個人，不得參加本次征集活動。單位負責人為同一人或者存在控股、管理關系的不同單位，不得參加同一標段投標或者未劃分標段的同一招標項目投標。
1. All bidders, including the business entities registered legally within and outside the Chinese mainland and in Hong Kong, Macau and Taiwan regions of China, should be independent legal entities of good standing and free from such undesirable conditions as revocation of cancellation of business license, close-off upon order and cancellation. Interested legal entities, other organizations or individuals that may affect the fair play of the bidding are not allowed to participate in the bidding. Different organizations under one same head, or those affiliated to each other through shareholding or management are not allowed to participate in the bidding for the same bid section or the same bidding project without division of bid sections.
2. 本征集活動接受聯合體報名，以聯合體的形式參與征集的各聯合體成員均應滿足上述要求，并提供聯合體協議書。聯合體的組成成員不能多于2家，并明確聯合體主體單位。每家單位均只有一次機會以單獨或聯合體成員身份參與應征。（資格審查后，不得增減、更換成員）
2. Registration in name of consortium is acceptable. The consortium members should meet the above requirements and provide the Agreement of Consortium. Each consortium shall have no more than two members and the leading party of the consortium should be specified. Each firm has only one opportunity to participate in the bidding either as an independent entity or a consortium member (No addition, deduction or replacement of consortium member is allowed after the prequalification).
3. 報名單位按《資格預審文件》中報名文件的組成的要求，提交全部報名資料。
3. The applicants should submit all registration documents as per the requirements of Prequalification Document: the composition of registration documents.
4、 不接受個人形式報名，但允許個人購買征集文件（含任務書）并提交設計方案。除不能獲得成本補償費外，仍可以參與入選獎金的競爭。
4. Registration by individuals is not allowed. Despite of that, the individuals can still buy the RFP Document (including Design Brief) and submit their design proposals. They will not be compensated with the stipend but can still participate in the competition for bonus of shortlisted proposals.
（二）報名方法
(II) Registration method
報名須按以下要求同時提交電子版及書面報名文件，以收到書面報名文件資料為準。
The applicants must submit the electronic and written registration documents as per the following requirements. The registration is subject to the receipt of the written registration documents.
1. 電子版報名文件：有意參加征集活動的設計單位必須在報名截止時間前，以CD-R光盤（所有電子文件不能采用壓縮處理）的方式提交與書面報名文件內容一致的PDF或WORD格式電子版報名文件（其中《資格預審調查表》需同時提供PDF和WORD格式兩種電子版），并與書面報名文件一同裝進文件袋中提交。
1. Electronic registration documents: Design firms with intent to participate in the RFP must submit the CD-R discs (all electronic documents shall not be compressed) containing the same contents in PDF or Word format as the written registration documents (of which Both PDF and Word versions of Prequalification Table need to be provided), and put such discs in the document bag together with the written registration documents for submission.
2. 書面報名文件：所有報名文件（加蓋公章后）以書面形式在報名截止時間前送達或郵寄至征集代理單位（以征集代理單位簽收時間為準，地址：廣州市越秀區廣衛路4號（建工大廈）18樓代理部）。
2. Written registration documents: all registration documents in written form (bearing the official seal) shall be delivered or posted to the Agent by the registration deadline (subject to the signature and receipt of the Agent; Address: Agency Department, F18, 4 (Jiangong Building) Guang Wei Lu, Yuexiu District, Guangzhou).

各應征單位必須保證報名文件的真實性和合法性，征集組織單位有權要求應征單位提交原件資料或以其它方式進行驗證，應征單位需自行承擔因提交資料不真實或其它原因造成的一切后果。報名資料概不退還。
All applicants must guarantee the authenticity and legality of the registration documents. The Organizer is entitled to require the applicants to submit the original data or adopt other method for verification. The applicants need to bear all consequences due to false information or other reasons. The registration documents will not be returned.
（五）其他要求
(V) Other requirements
本次征詢資格預審文件以及征詢文件僅提供中文版本，如需要，各應征單位咨詢自行對本次征詢資格預審文件以及征詢文件進行翻譯，費用自行承擔。
The Prequalification Documents and RFP Document will be provided only in Chinese version. When necessary, applicants should have them translated at their own costs.
八、本公告將在廣州公共資源交易網（www.gzggzy.cn）、中國采購與招標網（www.chinabidding.com.cn）、廣州建筑工程監理有限公司（www.cyzs988.com）、廣州市建筑集團有限公司（www.gzmcg.com）發布，如內容有不符，以廣州公共資源交易網發布的內容為準。
VIII. The Announcement will be released at websites of Guangzhou Public Resource Trading Network (www.gzggzy.cn), China Procurement and Bidding Network (www.chinabidding.com.cn), Guangzhou Construction Engineering Supervision Co., Ltd (www.gzmcg.com), and Guangzhou Construction Group Co., Ltd (www.gzmcg.com). In case of any discrepancy, the one released at Guangzhou Public Resource Trading Network shall prevail.
